Report from HAPC Bombay

Having assumed the Chairmanship of the Branch, I have picked up the challenge of obtaining FERA authorisation to allow us to receive foreign contributions.  The decision of the Home Ministry in Delhi to refuse the Branch general clearance without giving us a reason has severely hampered our ability to operate.  No doubt, you are aware that this state of affairs has continued for a few years now, ever since the Indian Government introduced this onerous foreign exchange regulation.

Undaunted, we are trying to overcome the hurdle by sponsoring an existing project which requires funding.  I have considered a few schemes around Mumbai (Bombay) and the Committee has decided to assist the Jankalyan Trust that is raising funds for a home for poor tribal children in the ‘Raigad’ district which is about 200 kms from Mumbai.  By choosing this project, we will literally be helping the poorest of the poor.  An additional advantage is that the Bombay Xavieran Corporation (run by the Jesuits) have responsibility for the Raigad Mission and have received FERA clearance. This should facilitate the remittance of funds from HAPC (UK) or any other overseas donor branch.

The needs of the children are few and Rs.3000/- would provide the basic necessities of a child for a whole year.  The project is already operational and currently a flat has been rented to house 15 boarders.  It is a congested existence because the children have only one room which serves as a classroom, a dining room and a dormitory.  Photographs of these children are enclosed and we look forward to better prospects for the ‘fortunate few’ that we are able to help.
